The first link only tells how to create a document that other folks can read, not make an und=readable document readable without Pub.
The second link won't open.

Basically, there is no way to open a publisher file without publisher.

There are no freeware viewers. If you have pagemaker there may be an import utility depending on the version of publisher used.
