Same as would happen to any other embezzler who doesn't have powerful friends, and the wealth to hire expensive lawyers to confuse a jury. And lose your office for violating the public trust.

The fines for these types of crimes need to be severe enough such that people engaging in these types of activities don't think that if they do it enough the times they don't get caught will compensate for the times they do. They should feel real, significant monetary consequences.
