Good question.

For the record, the U. S. shoe factories I am aware of were also sweat shops.

I've been to shoe factories used by Payless. If it had a power plant, it would have been a self sustaining city: dorms, laundry, library, movie theater, golf course.
 

I have a pair of Doc Martens from about 5 years ago that are "Made in England."

I bought another pair last year and they're "Made in China."
