What ROM will make a cliq decent (faster)

I am giving this phone away to a friend who really really wants an android phone.
I find the phone so slow, that it is not worth owning.
For example, sometimes due to lag, it dials a random person, which is sort of bad.
What is really bad, it the lag is often so bad that I cannot hang up.
I often have to just rip the battery out.

Is there a ROM that will make the phone faster?
An older, faster, slimmer ROM would be better for this phone than something newer and larger - unless of course, the new ones are more streamlined and run faster.

Most of the lag comes from MotoBlur. Have you tried using LP instead?

I second that, motoblur on android is terrible. The other problem is that Motorola doesn't seem to have a knack for updating their phones to the latest android builds, aside from the flagship Droid.
Blur is what causes all their phones to have shorter battery life, hiccups and the likes.

Your best bet is to brute uninstall all the bloatware, or go with a custom rom.. but I've noticed for some Motorla androids, there aren't much roms built out there for them. Plus, without 2.2 most of the older androids aren't going to be terribly snappy compared to the current lineups.
