What range of resistance to use for a 120mm Panaflo M1A?

What range of resistance should I use to make a 120mm Panaflo M1A approximately 5-12V. Will the 120mm fan start on 5V? Panaflo Fan Specs for reference. I don't know how to do any of these electricity calculations. This fan is going to be powered off the two-pin connector inside the PSU, of which I don't know the voltage.
