In most cases, particularly for music on hold - lack of copyright.
And strictly speaking, I suppose that's not true. The music may still be copyrighted, but it's typically royalty free.
Basically: cheap, generic sounding (has to be, to keep from infringing on the copyrights of any known works) music.
