GIMP could do it as well. Takes a little more to master, and may be a little overwhelming for a newbie though...

On the positive side, you won't spend $500 for a program you'll use once 😛

Using a filter such as Chalk & Charcoal provided in Adobe Photo Elements will produce such effect. There are many many filters effects available & each has a multitude of settings (eg, intensity). These include a myriad of selections under Sketch, Stylize, Texture, Artistic, etc.

Yeh no HDR... photoshop or corel paint. The technique is actually not that hard (at least to get the persons look)... just very time consuming.
