Powerstrip does work correctly and is the only utility that overclocks the Radeon.
 
Guess how is TbirdJayC overclocking his Radeon? Perhaps it is his card that is not working properly. Cards at 160 from the factory don't always manage 183 correctly. I'd say powerstrip is still the best hope.
