According to the URL address after hitting your link, it is a .JPG file. Therefore it can be created or made in just about any graphics program that does JPGs. Could be PhoPaint, PSP, PhotoShop, etc., etc.

ha ha ???

i know its a jpeg, but which program was used to create those graphics, i dont think ps or paint can do that.

I'm inclined to believe it was done in vector drawing program, like Illustrator or CorelDraw, due to the flat cell-shaded quality to it. The blur can be done with plug-ins and most programs can do bitmap effects.

I'd say it's a combination of a cool font, Illustrator & a pseudo-3D plug-in, and Photoshop.

Not a whole lot would be required to reproduce this style of art.
