What program do I need to do this?

A while back I had a program that would format a rewritable CD in a format where I was able to use the CD as a floppy...meaning I could just drag files into it without having to burn the CD as I would normally...

Does anyone know of a prog that can do this? I checked Nero and I didn't see anything. Maybe I just didn't see it...
