What Program can i use to make a video longer?

i have these videos for my research that are generated by a graphicial analysis program called IDL, we can write them as mpegs but there is a problim, we can adjust the frame rate inside IDL but when its written to an MPEG the settings do not hold, we are looking at fixing it there also

but if that cannot be done what program ca i use to slow teh frame rate, or keep teh same rate and like quaddrupel the number of frames? the videos are liek 5 seconds long and need to be like 30

NEEDS TO BE FREE

i DLed TMPGEnc and looked at it but i cant find out how to just make the damn thing longer, either buy dubbleing frames or slowing it down
