What program burns .IMG files ?

WinImage.

If it doesn't automatically list *.img files, just tell it to open *.* files from the "Open File" dialog, and select your image file.

You won't even need to burn the files, just extract them to your HD.
 
I think that a number of programs create .img files, but their formats are not compatible. Nero for sure creates .img if you're talking about making images of hard disk partitions. I think that ECDC does also, but again formats may differ.
