What Prog to fix bad zips?

I have 2 progs to correct bad zip files. They fix some, others not so much. I have a corrupt zip inwhich the corrupt file is named index.htm. When I run either repair prog, it repairs the file be creating a new zip file containing everything except the index.htm file. The index file ties all the other htm files together to create a manual. Now I have to go through every folder and create a new index.htm file that connects each individual htm page of the manual.

These zips have the following error.

Error in file #1: bad Zip file offset (Error local header signature not found): disk #1 offset: 0

Zip Repair Utility
and
Advanced Zip Repairer (AZR)
