What plant is this?

It's been growing in my garden and it looks nice and spikey. In a heatwave, the spikes go down, but when it starts to cool down later on, they all stick up like in the picture.

What is it?

Unhealthy just because of the bottom part? It looks well healthy to me. All-up straight, bright green, and... perfect!

Yeh, it does seem to look like rosemary after seeing Google Images.

Actually - they look like Snapdragons right before they bloom 🙂 I'm going to go with snapdragons 🙂
