I have a spare 20 pin 350 watt chiftec pcu I want to get running to power some components to test. Which pins do I need to short out on it?

Yes. It's a momentary-connection switch; don't jumper it with a paper clip, as some PSUs will not behave well if you do that.

Also, turning on a PSU without some load on the rails can damage it.
