Not sure how viable this would be but say it's a ridiculously huge astroid and an impact won't do enough wonder how viable it would be to do a suicide burn to actually land on it, then use a drill and other instruments to break chunks off it, and toss them all in the same direction. By removing material from it and sending it one way it would create a momentum. I guess this is almost like blowing it up, but more controlled. The issue with this is you would need like 3x the fuel, and would that fuel be better off to just smack into it even harder.
 
Aaaaaand the results are in.

It friggin worked! Mission success was slowing orbit down 10 minutes…. and 32 minutes was achieved.
