What new Athlon-based motherboards allow multiplier adjustments without unlocking the CPU?

I don't think there are any, since the cpu is now internally locked.

The definition of "unlocked" means being able to change multipliers, so no. You can still overclock by upping the FSB, however. This would work on all nvidia and via based boards.
