if its for work why amd? i would go intel. get one of the dual core processors. abit motherboard a gig of ram. a hard drive size of your choosing as long as its sata. a low end graphics card. that will make the pc at least some what future proof and be ready for when windows longhorn comes out which is suppose to be around christmas but betas are coming out soon.
 
Checking E-mail and Surfing net shouldn't even stress a low end Athlon XP. If you still insist, as long as the computer isn't for gaming, you can get the ECS board based on RS480/X200 chipset for around $80 from newegg.
