What makes silver paste totally conductive vs non conductive?

Constituents are just like the older Arctic silver 1 and 2. Silver and silicone oil.

I don't know about the very early AS, but I know the new AS5 won't even move the reading one bit on a meter that resolves to 0.1nSiemens. (10,000Mohm)

Meanwhile, the other silver paste is supposed to conduct like a piece of metal.

It could be that AS5 uses oxidized silver powder which not a good conductor (it is ideally a pretty good insulator). I don't have much experience with silver but I use copper powders at work and some oxidized powders insulates quite well but are still reasonably good thermal conductors since the oxide layer on the particles is quite thin.

Do you know the exact contents of this material as well as Arctic Silver?
What about the exact percentages of the material contents and preparation/mix procedures?
