2nd the Focus. Look for either the SVT or the '05-'07 Hatches, they come with the Duratec (Mazda) motor. It's more powerful, uses less fuel, and is more reliable as well. 2.0 is 136hp, 2.3 is 156hp IIRC, and both respond very well to bolt-ons.

Avoid the SVT focus if you want decent mileage.

Focus 5-dr hatchback
Protege 5
Hyundai Elantra GT Hatch

It's funny. I bought a 2005 Elantra brand new for $12K as a "temporary" car that I could pay for in full for while between jobs. I ended up keeping it. I just love the little thing. Peppy 2.0 16V, tight handling, comfortable, not an all plasticy interior like a lot of American cars. Now... the hatchback I think looks a little funky. The car just doesn't look like it was ever meant to be a hatch. But if you could ever get over the looks and get one at a decent price, I can vouche for the Elantra.

It's not fast but you've got a nice solid car that won't break the bank when you fill it up. You could also go with a Saab 900, but just be absolutely sure you've got one that's been maintained.
