What kind of people has "the most" to say?
I mean,does social status decides what people want to say?
For example if you are from a poor country,does it mean that you are inferior (considering
knowlage) to a citizen of a wealthy country?
 
Put some thought into it.

Intelligence, character, conviction, activism, education. All factors in determining who has "the most" to say. Social status and national wealth merely play a part in how easy it is to get the message out.
 
Depends. Typically the uber rich can have an aweful lot to say without actually saying it.
But on the other hand, the guy who doesn't have a dollar to his name but is holding a loaded gun to the head of the rich guy in the above question can have an aweful lot to say as well.
