I'd say Encyclopedia. Atlas and thesaurus make no sense, and dictionary doesn't generally include definitions for proper names.
 
I'd say atlas. An atlas isn't always for maps and often a historical atlas has the best information on laws and statutes...
 
I'd say C cause considering this act went into effect in 1977 it would have time to get into encyclopedias

I agree, and aren't most Æncyclopedis updated yearly anyway?

 
Alright, maybe I should have added this. This was part of a worksheet given to students in my class. I guess I should have taken a closer look. The thing is, Columbia, Britanica, and Wikipedia all have no explinations of it. The MOST correct answer is c, but there really isn't a right one. *kicks worthless book*
