What kind of dress do you consider business casual?

I'm going to Taiwan soon and will be meeting with many important political people and a bunch of seminars and discussions with students and other people related to the upcoming election. My welcome packet says that for the seminars and such, business casual is fine. But what exactly do you consider business casual? When I worked during the summer, business casual to some people in the office meant khakis and a nicer polo shirt. I'm thinking more like slacks + dress shirt, probably no tie.

I take business casual to be khakis and polo.
But for what you plan on doing go with your initial thought of slacks and dress shirt w/o tie.

I usually just wear khakis, some comfortable shoes (not sneakers) and a button up shirt.
