It scares the hell out of me. At first I thought it was a tick, but ticks have little pincher things don't they? This has a big thing like a mosquito that looks like it is for sucking blood. What the hell is it? I've killed like 10 of them crawling around my deck.D:

It's pretty small. Like the size of a lady bug. That's a 1x6 deck railing it is on.

The thing that scares me is the blood sucking utensil it seems to have equipped to its face.😵
 
My first thought was beetle, but your description plus the small size has me thinking tick. Try to get a bigger picture of it. Post in the insect newsgroups, in particular:
