What kind of bird is this?

I saw my two cats on hunting mode looking at this bird through the window. Usually, all the creatures would run off when the presence of cats are detected, but this bird didn't even care. He acutally came close to the window which drove my cats go crazy. For the kitties, too bad window was shut; for the bird, lucky he is for that.

Anyway, what kind of bird is this and what are those tags on the leg?

Update:
Damn, this bird just knocked himself to the window. Suprised helll out of me as my desk is right next to the window.
I called the animal control center and they told me to keep an eye on him. After 30 min. they showed up, confirmed it's a baby Copper Hawk, captured him.

UPDATE #2:
A day after, the same bird is in front the window again!
I called the animal control center again and they gave me a phone # to a different center.
I called them up and they told me to capture the bird by myself!
I tried but he ran. He hid under a car which is parked on the side of road. Being afraid that he might run off to the road, I backed off and started walking toward home. That's when I heard my girlfriend scream. I looked back and the bird was in the middle of the road laying down while cars are going over him. I knew he was hit but wasn't sure how bad the situation was. He didn't look flat; that's good, I thought.
My girlfriend stopped the traffic by running toward cars. At that time, I was afraid both of the bird and my girlfriend would get hit. Luckly, the traffic stopped and we were able to pick him up. We came back home put the bird in a box, called the center, and explained the situation. After that, I examined the bird and it looks perfectly fine except his far right toe; I see a tiny bit of blood and it looks like one toenail is kind of fallen off. That's damn good considering how he was in the middle of the road not to mention all those cars that went over him.

UPDATE #2.1
The one I called yesterday was regular animal control center and the one I called today is wildlife animal control center. They told me that they be here in 30 min. but it's been a bit more than an hour. I'm going to call the place again if they don't show up soon. At the same time, I think I should be prepared for this bird's overnight stay in my place.
The problem is....I have no clue what to do. What kind of food should I get? How should I feed him water? What else should I know?

It wouldn't surprise me if that were a baby bald eagle. That's why it has the tags on it's legs.

That's what I was wondering. It could be useful to study migratory patterns, and where they spend their lives. I thought that was all pretty well known though.

Looks young. Can it fly?

I would totally catch it and keep it as a pet! Bald Eagle or not, I love birds of prey and have always thought it would be cool to own one.

I'd look up animal control or maybe a nearby bird sanctuary or something.

It's tagged, so someone knows what it is and where it came from ...

Looks very young ...

He kind of flew off when I stepped outside and approached him. He didn't go far though, only a few feet.
I didn't follow him so I'm not sure what happened next.

I used to want to be an Ornithologist when I was younger. I love birds.

Oh, I was never fined or jailed. I worked with a golden eagle when I was in college. Not only were we regularly inspected by the FWS, we had to collect any feathers she shed while molting to be turned in to the FWS for destruction (even possession of the feathers was a hefty fine).

Looks more like an eaglet than a hawk...probably a Golden Eagle.

I doubt anybody has ever done jail time because of a FWS fine. :p

For poaching or something, perhaps.. but having a feather in your posession? Come on.. lol
