From a casual glance at the pictures I see no wires/cables/sources of power so like others have stated it has to be a reflector of sorts.

Maybe its a target for a jet mounted laser system.

My best guess is that it's a passive deflector to keep other microwave signals away from those low mounted microwave dishes on the one cellular tower. Something just enough to block in the Fresnel zone, but not affect the ones there. It's hard to tell orientation/height in those pictures though.
