What justifies if threads should be locked?

Looking at several posts, I see several are locked, for no reason seen to me.

This is off topic, and they wern't really anything wrong. Just curious to what makes the deciding factor of what thread should be locked and whats "ok"? Anybody have any idea?

Ironically enough, I have a feeling this is gonna get locked too.

Yeah, the last couple of threads that i've started have been locked for no apparent reason.
