What is wrong here?

OK, I was in the middle of emptying my recycle bin when explorer crashed. This is when the headache started. Which isn't a head ache yet.

Currently, nothing is in it and I am viewing "hidden and system files". BUT, when I right click the recycle bin icon I have the option to empty it? And if I try to empty it, it asks me if I want to delete "WINDOWS".

This isn't a virus from what I can tell, but if this is referring to C:\WINDOWS whcih does exist and has not been deleted, I don't want toscrew things up.

Does anyone know what is going on here?
 
UPDATE:
That was wierd. I deleted a file. It appeared in the recycle bin. I restord the file (on accident). Went and deleted the file again. Then I emptied it from the recycle bin. The recycle bin was empty again but it still gave me the option to clean it.

But this time, whne I right clicked on the recycle bin to empty it, the pop up asked to verify that I want to delete the the file I just disposed of instead of "WINDOWS".

I HATE MICROSOFT!
