What is WHQL? Related to IDE....

I'm on the Tyan ftp page of driver for the 766 chipset ftp://ftp.tyan.com/chipset_AMD/766/ide/ and it has something about IDE and WHQL.

I'm very tempted on installing, but I would like to know what I'm doing first.
