Video In allows you to connect things like analog camcorders and video game consoles to your comp. Video out allows you to output to things such as VCR.

Oh and also, what does VIVO look like? I have seen a card at newegg that was supposed to have VIVO but I can only see a DVI a CRT and a TV Out.....what gives?

It looks like a s-video out connector. They have a dongle you connect to them that allows you to connect s-video in/out as well as component video in/out.
 
AIW cards also have a TV tuner, so that you can plug an antenna or cable directly into the card (with VIVO, you'd have to run it through a cable box or VCR, and then the computer can't change channels automatically for you). The 9600Pro/XT AIW also has an FM radio tuner.
