It's just video in/video out. It doesn't necessarily carry any special recording features or a TV tuner or anything like that.

It will have a video in port so you can overlay a video feed on your monitor and it will have a video out port so you can display your monitor's contents on a TV through Composite (RCA) or S-Video.
