just like things being 29.99 <--looks a lot cheaper then 30.00 dollars

In regard to that, I hate it when people see that and see: Oh, it's only 29 dollars.

It's 30. I always round up anyways, so if something was actually 38.99, I'd say it was 40 anyways, but my sister would say it's 38. Doofus.

People don't look at the cents usually, in the case of gas they don't look at that percentage of a cent. 9/10 guarantees that it'll be a few cents more than 1/2 of a cent.

You were told wrong. Why wouldn't the state just tax it an even number of cents?

Back when gas was a lot cheaper, a penny made a bigger difference in the price, so the perception that it was a penny cheaper was more significant.
