They have always made me and eveyone I know sigin if it needs a sig. Could it be that those people have a "Leave on site" form on file the Fed Ex/UPS?
I live in a multifamily house (3 floors, each one a diff apt). If one of those people (or even worse someone who used to live there) had that on file, FedEx/UPS counts it as one for everyone at the place. So I was automatically given the option to "leave on site" despite the fact that the name they have on file most likely doesn't live there anymore.
