What is true DDR400 Support: KT400(a), NF2, et al???

I know there are a million similar questions, but after digging through many posts I didin't see an answer to this.

OK. we have PCI/AGP lock. We have 1/6dividers. We have DDR400 PC3200 low latency memory. We have lots of KT400, and NF2 mb easily doing FSB 200 or better.

So what the heck is DDR400 Support? Is it just for people who don't overclock?

Or put another way. Is there any difference between My TbredB XP1700 running @ FSB200 and sync DDR with AGP/PCI lock and the same on a board with a 1/6 divider - Versus a theoretical True AXP cpu "400" (200FSB of course) running at defaults on a theoretical "official" DDR400 mb?

Or for an analogy is a 2800+ 333 cpu at defaults any different than a 2800+ 266 that is cranked to 200/400FSB with the divider/lock.

Sorry if I made this more complicated than necessary, I just wanted to be clear (I am an engineer after all, thats what we do...)
