What is this part called?

I've got a '99 Civic, and a week ago while I was driving my window just started dropping. When I tried rolling it back up since it's a manual window, I was just greeted with resistance and grinding noises.

Took apart the door, and the window arm and cable seem to be fine. I can roll the window up and down just by pulling the cable. But, the box that the window handle attaches to and winds up the window cable seems to be broken.

I went to a junkyard and they kept calling it a window regulator and showing me parts for a power window, but I kept telling them I had manual windows. Couldn't find what I wanted, so I went to an auto store and they didn't even know what the name of the part was. What the heck is it called?
