What is this on my motherboard, maybe i should put cooler on it?

That is known as the Northbridge... it's the bridge for communication between the CPU, memory, AGP and PCI slots...

NB already has a cooler (heatsink) on it which is very effective unless you're trying some 250MHz++ OCs. You're fine with the stock heatsink.
