What is this old eighties cartoon?

it was more focused in the department store, and i think the lady was black and had a gerry curl, and i remember an old man, don't know if he was real or a puppet

BTW, if you have any outlet malls near you, some "Toy Liquidator" stores still have some of the second and third gen toys.

hey, anyone, what sthe name of this show??

its a cops n robbers show. the intro of the cartoon, is shots of everyone of the police squad in action sequence, and they show their name for each cameo. i think the last guy was like the lietenant or something, this black dude called "bulletproof". any ideas??
