and how do I get windows to use it? The keys do not type what the picture on them is. Mainly it is the keys that are near the enter key. I've tried setting it as a japanese keyboard layout but it still acts like a english qwerty layout...
Go to the language and regional settings in the control panel, add support for the language then you will have a selector to go to and from English when you type.

std QWERT keyboard with hiragana layout on top. you need to install the japanese IME. then you can use the buttons to the left and right of the keyboard to switch inputs.
all keyboards in japan look like this, but almost no one (cept old people) uses the hiragana input. they all use the romaji IME.
