What is this government crap in "my network places" on my laptop?

My first inclination was that someone from the government was hacking into my laptop. However, I realized that NOAA is the National Oceanographic Administration Association. I see under My Network Places

Looks like someone had their laptop wide open at the hotel last night...
 

I can't see my laptop from my desktop on my internal network. I can , however, see my desktop (as designed.) Even when I try to connect directly via the known IP of my laptop I cannot. I also run mcaffee in high mode. What makes you think that mine was wide open? AM I missing something? I do see that I can ping it but that's about it. Is that bad?
 

I don't get it. the NOAA in what was formerly "network neighborhood" I thought were created by this other individual's notebook being wide open. What does this have to do with MINE being wide open? I can't see my notebook from my home LAN
