What is this file that i have loading up every time windows starts

its called dvldr16.exe
i tried to make it not start up in msconfig but it still always starts and i cant delete it because its always being used by windows...btw im using win me

From the name I would guess it is a driver loader. Were is it located? Have you tried renaming it?
