What is this Error Message?

Running W2K Pro, SP2. Occassionally when switching between user profiles, the system will hang before finally completing the task.
After it is done, the Event Viewer, (Application), will show the following error:
"Windows cannot unload your registry file. If you have a roaming profile, your settings are not replicated. Contact your administrator."
The source is listed as Userenv, and the event ID is 1000.
Any clarification is appreciated. Thank you.
