What is this "Deterministic Network Enhancer" (Win2K)

I just noticed today that a new component has been added to my computer. It's called "Deterministic Network Enhancer" and doesn't have a property sheet. What is this?
 
dont know EXACTLY what it is...but I know it has something to do with QoS. Seems to be causing some serious problems with VPN and DSL and Dialup connections.
 
I'm pretty sure it's used by the VPN software to "determine" how to route packets depending on the address it's going to.
 
I had it appear today too. The only things I've installed are an IPod and an Audigy 2. So I thought it had something to do with FireWire, which winXp does show in network connections.
