What is the Windows 2000 equivalent to RUN msconfig in 98?

There is no default one in windows, addons (see above) can be put on though. To remove or add programs, do the following.

1) check the registry (regedit)
--> HKLM -->Software-->microsoft-->windows(not winnt)-->current version--> run

in there, delete the keys you don't want to run at start-up. also check run once, run services, and anything that says run.

2) check the start menu startup folder
c:\documents and settings\ ____(user)_____\start menu\programs\start-up

also check the all users, and default user folder.

Getting rid of those is the same as doing the startup in msconfig.
