What is the universal fan mounting kit do?

Just wondering if anyone used them? and if so, how do they work? My beginner experience with cutting holes so far, is really that it doesn't matter if the circle is aligned evenly because it's a circle. Correct? As long as the fan grill screws are aligned and not on a angle. All that matters to me is, the intake on the side is aligned with the memory and cpu. If all goes well with this 120mm high cfm, i'll throw another 92mm to hit the harddrives. I'm thinking of getting the rheostat fan switch. Any opinions on them? What do you guys use to paint the case? spray paint? Also, How do I get a picture painted on there? I was thinking of painting it black, with a devil face on the side with fire.
