What is the top speed for a manned motorcycle?

I was having a discussion with a friend, that a motorcycle cannot reach speeds of 250mph because the driver sitting on the motorcycle is creating lift...he disagrees, and mentions that drag motorcycles reach 250+ all the time...and insists that Hayabusas reach those speeds all the time. Who is right?

sorry i wasnt more specific about my question, i also wanted to know if that is possible without special equipment...

 
The Suzuki Hayabusa is still the fastest production bike in terms of top speed by a little bit & (stock) they top out between 190-196 mph depending on the year... several other large Japanese sport bikes are faster in terms of mid-range. Modifiied street bikes would struggle to reach 250, but my bet is that the fastest of them could come very close.

Bottom line is that going anywhere near that speed on a street bike is insane no matter how well it performs .. I've gone about 170mph on a friend of mines Kawasaki ZX-12 and although it was smooth as silk, there was no doubt of how dead you'ed be if somthing went wrong!
