What is the stock voltage for an e6600?

It's slightly different for each chip. Use CoreTemp, it will tell you your chip's VID, which is it's stock voltage.

CoreTemp says 1.2375v. I have it at 3.6GHz with vcore set to 1.4v (though cpu-z shows 1.344 actual).
