Fix-it ticket. You pay the processing fee and have your car inspected to make sure you did fix the 'problem'.

EDIT: Sorry... my brain just caught up with me. I don't know the answer to your question but when I went to visit the Philippines... the rich people had red and blue. Seems like you can pay off violations there quite easily.
