What is the protocol?

A school bus is stopped on the road with lights on picking up children. An ambulance with it's light and sirens on, going to or from an accident. Does the ambulance have to stop and wait?

The ambulance should probably slow down till waved on by the (hopefully) observant school bus driver.

Of course where I live such a scenario would cause most people to just stop and get out their car and have a mental breakdown. They cant even seem to handle driving in everyday situations, much less any combination of things.

Sounds like Northern Virginia. People up here have real issues when it comes to driving.
