*228, option 2 wont update your phone's software version, but itll update your roaming list (PRL, acronym for preferred roaming list i believe). to update your phones software version, you have to go to a verizon store and get your phone flashed to to the updated version.

yes its free. as far as all stores doing it, it depends on the store though. call up your local verizon store and ask them if they have a flash kit and the software update for (your model phone). call first though.
