Around here it's called either a dust ruffle or a bed skirt; a "valence" is what goes above a window, and a sham is a decorative case that goes on a pillow that has no functional use whatsoever.

I just use a fitted sheet on my boxspring. It's not frilly and it covers the box spring.

Yes, you're right.

The part around the bottom is the dust ruffle, bed skirt, etc. Has lots of names.
